The meeting pointed out that in recent years, under the correct leadership of the Provincial Party Committee and Provincial Government, the member units of the joint meeting between the provincial elderly care service departments have adhered to the people-centered development concept, focused on building a system, filling shortcomings, expanding supply, increasing vitality, and enhancing quality. The meeting emphasized that promoting the construction of the basic elderly care service system is a major livelihood project.   Starting from "guiding the direction, managing the overall situation, and ensuring implementation", we must adhere to the overall planning and promote the construction of the basic elderly care service system as a whole. Firstly, we must adhere to the work philosophy of government leadership, market supplementation, social participation, and family support, integrate and optimize the allocation of elderly care service resources, and answer the question of "who will provide elderly care". Secondly, priority should be given to ensuring the basic needs of the elderly population in special difficulties, gradually realizing that everyone has access to basic elderly care services, and answering the question of "who will provide elderly care".
